Lagos State Government Invites Sichuan Hejia for Technical Assessment Visit on Transport Modernization

Recently, the Lagos State Government officially extended a sincere invitation to Sichuan Hejia Industrial (Group) Co., Ltd. (Sichuan Hejia) and its subsidiary, Chengdu Chengbao Development Co., Ltd., inviting the Chinese delegation to visit Lagos State between mid-June and mid-July 2026 for an 8 to 10-day in-depth technical assessment and strategic cooperation exchange. This marks the formal entry of the parties’ previous cooperation in intelligent transportation and vehicle inspection into a substantive implementation stage.

Lagos State Government Invitation to Hejia Group


It is understood that the invitation follows extensive discussions and exchanges between Sichuan Hejia and the Nigerian VIS/TEMPLE delegation during the delegation’s visit to China in April 2026. The two sides reached positive and productive consensus on potential cooperation in Nigeria’s transportation sector, including vehicle inspection systems, intelligent traffic management, weigh-in-motion enforcement systems, and driver training.


The invited visit of the Chinese delegation will focus on five core areas and involve comprehensive technical assessment and practical exchanges.


First, in-use vehicle inspection and roadworthiness systems: the delegation will assess the existing in-use vehicle inspection framework in Lagos State.


Second, smart highway weigh-in-motion (WIM) and enforcement systems: the delegation will conduct technical inspections and feasibility assessments of major transport corridors and highways in Lagos State that may be suitable for the deployment of intelligent weigh-in-motion systems.


Third, commercial vehicle and logistics corridor assessment: the delegation will evaluate strategic transport corridors, port access roads, logistics routes, and commercial vehicle operations in Lagos State.


Fourth, professional driver training and certification: the two sides will discuss the proposed establishment of a modern driver training and certification system in Lagos State.

Fifth, technical cooperation and capacity development: the parties will explore sustainable and structured cooperation pathways and models.


The Lagos State Government stated that it firmly believes this visit will lay a solid foundation for identifying feasible demonstration projects and clarifying specific implementation mechanisms. It will also strongly support the modernization of traffic governance and vehicle inspection systems in Lagos State. During the visit, the Lagos State Ministry of Transportation will actively coordinate with relevant ministries, agencies, regulatory bodies, and industry organizations to facilitate meetings, technical discussions, site visits, and other activities for the Chinese delegation.

Xia Chaojia, Chairman of Sichuan Hejia, expressed his appreciation for the invitation. He said that the Group’s international business has become a key focus of its new phase of development. Guided by a strategy centered on technology transfer, industrial cooperation, and localized development, Sichuan Hejia seeks not simply to expand its overseas presence, but to integrate proven Chinese solutions with local development needs and create long-term value through partnership. According to Xia, the invitation represents an important milestone in the Group’s international growth and reflects the increasing recognition of Chinese transportation technologies and solutions in global markets. He added that continued cooperation between the two sides is expected to support the modernization of transportation infrastructure in Lagos State and contribute to practical cooperation between China and Nigeria under the Belt and Road Initiative.
