At the kick-off meeting on April 21st, TEMPLE gave a detailed presentation on the current vehicle inspection market in Nigeria, market gaps and readily available cooperation opportunities. The two sides had in-depth exchanges on key topics such as the selection of flagship demonstration projects and the path for localized industrial cooperation.
Against the backdrop of solid preparation and well-considered commercial planning, the delegation paid on-site visits to a number of entities, including the headquarters of Sichuan Hejia, Chengdu Chengbao, Chengpei., Feiqiu, GUBIX Used Car Chengdu Center, Weiyuan County Transportation Bureau and CCK. The delegation acquired a full picture of Sichuan Hejia’s comprehensive strengths in the R&D and manufacturing of vehicle inspection equipment, smart traffic governance, CNG modification and inspection, camshaft manufacturing, and passive control technology.

At the closed-door meeting on April 24th, Sichuan Hejia held discussions with TEMPLE to compare Nigeria’s official vehicle inspection criteria with China’s national standards, assess compliance prospects, and secure official documentation from competent Nigerian government. Sichuan Hejia stressed that its affiliate Chengdu Chengbao is fully equipped with end-to-end capabilities spanning technology, hardware, training, management, as well as on-site installation. The Group stands ready to introduce Chinese standards to drive cooperation, with all collaboration to be implemented on a formal, well-grounded basis.

On April 25th, after several rounds of closed-door meeting, both sides reached a broad consensus and formally signed the Strategic Cooperation MOU 2.0 and the Smart Transportation Project Cooperation Agreement.
At the session, Xia Chaojia, Chairman of Sichuan Hejia, stated: “We aim to export our products, not just sell equipment. We will take a measured approach in the initial stage. We will first lay the foundation and consolidate resources, and turn our flagship pilot site into a national model.”

Two MOUs Clarifying Cooperation Orientation
The meeting agreed that TEMPLE will liaise with the Lagos State Government following its return to issue official inspection invitations and statutory authorization papers. Sichuan Hejia’s technical team is set to travel to Nigeria in early June for site reconnaissance, equipment installation and commissioning, as well as official engagements with local government bodies.
Pursuant to the signed MOU, the two sides shall advance cooperation in the following fields:
Inspection Equipment Supply and Pilot Orders: Initiate procurement of the first batch of inspection units to collaborate and build up operational data.
Flagship Inspection Center: A flagship inspection hub will be developed first in Lagos, encompassing commercial vehicle testing, smart transportation and workforce training. The Lagos State Government has already identified three plot locations for the project.
Smart Transportation: Leveraging Chengdu Chengbao’s experience in intelligent transportation, we will drive the digital transformation of traffic administration across Nigeria.
Local Assembly & Manufacturing: We will explore the feasibility of local manufacturing of inspection units in Nigeria, and expand industrial chain presence step by step.
Medium and Long-term Business Expansion: The portfolio will cover pre-inspection for second-hand car, CNG conversion testing, fleet annual inspection and vocational training and so on.

TEMPLE has signed in-use vehicle inspection cooperation agreements with governments across 27 Nigerian states, boasting an extensive local footprint and strong policy backing. Drawing on decades of experience in R&D and manufacturing of automotive inspection equipment, alongside technical expertise in formulating national inspection standards, Sichuan Hejia provides solid foundational support for the partnership.
Both parties have agreed to abide by fundamental principles, including maintaining a mutual exclusive cooperation, securing official government authorization, and preserving the independence of proprietary technologies and systems. Both sides will jointly build Nigeria into a flagship hub of automotive inspection and services across West Africa, and create a new model for China-Nigeria industrial cooperation.
